(23-01 Series Report) Analysis of  Past  Legislation to Determine Future Agenda for the Standing Committee of the  National Assembly


This study is designed for practical use by the standing committee as part of the legislation process of lawmakers by providing future agendas  for each  National  Assembly  standing  committee  and  analyzing  them  from  a long-term perspective, thereby making future policy suggestions.

First,  data  analysis  was  conducted  to  determine  the  major  issues  the standing committee has recently discussed. Data analysis was performed on 4,901 pending bills, proposed between January 1, 2022 and February 28, 2023, from 15 standing committees as of February 28, 2023. As a result of the analysis, three main keywords are determined for the Foreign Affairs and  Unification  Committee,  four  for  the  Legislation  and  Judiciary Committee, four for the National Defense Committee, and five for the rest of the committees.

Timely topics can be searched through the keywords. However, there is a limit to the significance of these topics as future agendas. The survey was conducted with members of the 21st National Assembly to discover future agenda  items  from  issues  recently  discussed  by  the  standing  committee. Survey results from 179 cases (56.8%) were obtained out of the total 315 surveys administered. Through data analysis and the survey of lawmakers, the scope of future agendas for each standing committee is narrowed down at a keyword-based level. Next, based on each keyword, 14 analysis topics are  proposed  as  future  agenda  items  after  reviewing  related  issues  with experts in the field.

The  future  agenda  analysis  comprehensively  reviews  and  analyzes domestic and foreign literature and statistical data, as well as the progress of  discussions  on  each  topic  at  the  National  Assembly.  Based  on this review, and after using an appropriate analysis method in consideration of the  characteristics  of  each  topic  and  approach  to  legislative  policy, implications from a mid-to long-term perspective are derived. In addition, suggestions  are  made  focusing  on  policies  and  legislation  that  need discussion.
