(23-10 National Assembly Future Agendas) Evolution and Future Prospects of Policy Issues Related to Digital Platforms

□A platform, whether tangible or intangible, serves as a foundational basis for delivering a diverse array of goods and services. It is a key driver of disruptive innovation and propels the digital economy forward, yet it also gives rise to various challenges and issues.

□With technological advancements, platforms are undergoing significant evolution. Consequently, this paper aims to investigate the direction of this evolution, spotlight key policy issues arising from it, and offer pertinent implications.

□Digital platforms are evolving along the trends of intellectualization, spatialization, decentralization, and convergence.

○With the rapid advancement in AI technology, a new wave of AI-based digital platforms is emerging swiftly. Existing digital platforms are integrating AI technology, leading to their significant evolution and expansion.

○With the shift in computing paradigms towards the digital realm, a number of spatial platforms have emerged.

○The advancement of blockchain technology has transformed existing digital platforms into arenas for decentralization and ownership.

○The evolution of various digital platforms has been furthered by their integration with a range of different devices, including flexible displays, televisions, laptops, glasses, and innovative new form factors.

□The intellectualization of platforms has led to a range of issues, including concerns about monopolization, market dominance shifts, data privacy, and copyright infringement. Additionally, as spatial and distribution platforms become more versatile and change work methodologies, they have also given rise to various policy challenges.

□In addition, the expansion of IoT platforms has broadened device connectivity to a whole host of devices, and as a consequence has increased the risk of data breaches and safety concerns.

□Formulating policy roadmaps that take into account the evolutionary trajectory of digital platforms and the distinct aspects of emerging industries is crucial. This includes addressing challenges such as the difficulty in standardizing types and services of goods, as well as forecasting development prospects.

○With the advent of the artificial intelligence and spatial computing era, there is an anticipated acceleration in competition among platforms, like VisionOS. This is expected to lead to the emergence of innovative digital platforms and devices.

○Risks should be predicted and prepared through influence assessments of novel-technology based digital platforms.

○There is a need to closely monitor and address the changes stemming from the evolution of platforms, including shifts in lifestyle patterns like working habits and ownership models, to effectively explore related policy issues and enhance oversight mechanisms.
