Analysis on the Mid- to Long-term Future Strategies of Major Countries

This research presents the appropriate connections between factors that must be considered and factors that are used to create synergy while conducting research on the future at the national level. The research and alternatives presented by the government in terms of which direction society should move towards are related to ensuring the sustainability of government policies, providing mid- to long-term scenarios, and sharing information on future changes. Ultimately, this will benefit not only the public but also companies to establish mid- to long-term business plans. This is why there must be excellent research on the future at the national level.

The research team investigated foreign cases that were effective in predicting the future in the long-term to derive implications from which we can learn. Based on the findings, the research suggests such implications should be applied to the research on the future at the national level. In terms of investigating foreign cases, the research team used the SER-M model by connecting and integrating the subject (S), environment (E), resources (R), and mechanisms (M) of future strategies. With this model, the research analyzed research on the future from the Unites States, Britain, Europe, the Netherlands, Singapore, and Finland.

It was identified that when conducting research on the future at the national level, in terms of the subject, there should be great involvement from the top decision makers, a process to improve capabilities for predicting the future for high-rank government officials, and the discovery and sharing of champions that have caused changes based on the results of research on the future. In terms of the environment, it was important to present future strategies in times of crisis, engage in attempts to prevent the bonds of social solidarity from being weakened, and to present alternatives by predicting the social effects of a technology from multiple perspectives and not to only consider the economic and industrial benefits. In addition, it was shown that it is important to divide research on the future into exploring directions and implementation plans and provide detailed information for each.

In terms of resources, it was deemed necessary to establish a future research network to produce and research new information while cooperating with various future research institutes from all over the world. Lastly, in terms of mechanism, it was suggested that there should be a system to continuously conduct research on the future from the perspective of implementation and supplementation without ending the research abruptly, and to provide research on the future in time for the appointment of new policy personnel to enhance the feasibility of alternatives regarding research on the future. In addition, there should be regular surveys on the desired futures of the public at the national level, and new policies should be implemented based on the results to improve public participation in the research on the future to improve the reliability of the research.

The conclusion of the research proposes a methodology to evaluate long-term research on the future at the national level.
