National Assembly Futures Institute confirmed its research plan for 2019

- aim to establish a national mid and long term development strategy by 2020 -


The National Assembly Futures Institute (President Park Jin) has confirmed its research plan for 2019 based on the basic research which has pursued since its opening in May 2018. In order to establish a national mid-and long-term development strategy which is the purpose of its establishment, the NAFI conducted basic research such as designing future research methodology, as well as research on reform tasks and future prediction for 13 major sectors. As an individual case study, the NAFI studied the future of North Korea and the Korean Peninsula. Below is the NAFI's research project plan for 2019.

Research Project on Prediction of Comprehensive Future Scenario for 2050

- Based on the results on predicting research conducted in 2018 for 13 major sectors, the comprehensive future of 2050 is predicted and a comprehensive future scenario is prepared.

Research Project on National Preference Survey

- Research and analyze the public preferences for comprehensive future scenarios

- Survey and result analysis on the subject of 'values' and 'quality of life' for the public


Research Project on Long-term National Development Strategy

- Comparative analysis and evaluation of national and overseas mid-and long-term development strategies

- Establishment of national long-term development plans and implementation strategies to be included in national mid-and long-term development strategies

• preparing measures to reform national system: National Assembly-the executive relationship, seeking roles and functions of the executive

• Establishing four strategies: ① strategy for strengthening national competitiveness, ② strategy for easing polarization, ③ strategy for improving quality of life, ④ human resource strategy

Research Project on International Strategy

- Establishing an international strategy on the Korean Peninsula (including the North

Korea issue)

- Establishing the concept system of the grand strategy and grand strategies for

each field


Research Project on Future Impact Assessment

- searching for the functions and roles of the legislature in establishing the national

future strategy

- Conducting basic research to introduce the 「Future Impact Assessment」 system

(tentative title)

Research Project on Strengthening Policy Capacity of the National Assembly

- Conducting joint research with research institutes affiliated a parliamentary party to

strengthen policy capability of the National Assembly and establish a foundation for

cooperation

- Encouraging close collaboration with the committees of the National Assembly

(standing committee/ special committee) (discovering research projects, research

support, etc.)


Research Project on Improving Own Research Capacity

- Establishing the NAFI's own future research methodology and implementation

system

- Conducting convergence• in-depth• exploratory research on future topics by

internal researchers

Utilization of Research Findings & Diffusion Business

- Building and promoting domestic and international future knowledge networks

- Sharing research findings/ results with major international institutions and expanding


The characteristic of the multi-year research plan established by the NAFI is the integrated methodology for establishing the national mid-and long-term development strategies. The future research methodology independently systematized by the NAFI is summarized as '① predicting multiple futures ② selecting a desirable future ③ establishing a strategy for a desirable future. This future research methodology is also applied to the establishment of national mid-and long-term development strategies. Accordingly, comprehensive future predictions, research on future preferred by the people, establishment of long-term development plans and implementation strategies etc. are the core of the research to be conducted in 2019. In the implementation strategy, the four strategies that we intend to focus on are ① strategy for strengthening national competitiveness, ② strategy for easing polarization, ③ strategy for improving quality of life, ④ human resource strategy.


In order to establish a national mid-and long-term development strategies and to 'strengthen policy capability of the National Assembly', which is one of the objectives of the NAFI, the NAFI plans to conduct the (tentative title) 'Future Impact Assessment' study targeting the mid- and long-term development plans of each ministry in the executive. In addition, by conducting joint research with research institutes affiliated a parliamentary party etc., it will enhance the policy capability of the National Assembly as well as provide the foundation for collaboration and communication within the National Assembly. In order to strengthen the NAFI's own research capability, it plans to publish a report in English after conducting individual research tasks and conduct research activities including establishing domestic and international future research networks.

The president of the NAFI Park Jin said, "The multi-year research plan, which was established this time, aims to establish and announce a national mid-and long-term development strategies by 2020, and the strategy establishment system is applied to establish a new development strategy in four-year cycles in line with the operating cycle of the National Assembly.
