October 15, The 4th National Assembly Future Industry Forum: Policy Discussion on the Emerging V2G Industry Linked to EV Batteries.

​At this forum, presentations and discussions were held under the theme of the “Emerging V2G (Vehicle-to-Grid) Industry Linked to Electric Vehicle (EV) Batteries.”

In the first presentation, Kim Jongkyu, CEO of 60Hertz, remarked that “as the adoption of electric vehicles expands, the resulting increase in electricity demand and changes in power grid load patterns make it increasingly necessary to secure flexible energy resources.” He emphasized that “V2G technology can transform electric vehicles, currently used for transportation, into distributed energy storage systems, thereby improving the flexibility of the energy ecosystem.”

In the following presentation, Kwon Sodam, Attorney at Bae, Kim & Lee LLC, pointed out that “under the current legal framework, EV batteries are not included as registrable items under the Motor Vehicle Management Act, nor are they subject to the Act on Mortgage on Motor Vehicles and Other Specific Movables.” She added that “the absence of precedents and valid registration mechanisms for transferring battery ownership makes it difficult to promote related businesses through separate ownership registration of EV batteries.Finally, Oh Kyungseop, team leader at the Jeju Special Self-Governing Provincial Office, introduced Jeju’s VPP (Virtual Power Plant)-based V2G pilot project plan.

During the discussion session, experts from various industries proposed diverse policy measures.

From the automobile industry, suggestions included:

–  providing central government and local government incentives for vehicles equipped with V2G systems, 

–  expanding EV charging infrastructure, 

–  offering rate benefits for V2G charging and discharging, and 

–  establishing a legal basis for commercialization by explicitly defining V2G services in related regulations.

From the battery industry, proposals included:

–  amending the Motor Vehicle Management Act to allow separate registration and ownership of batteries and enacting special laws for integrated management of the EV battery industry, 

–  promoting joint public-private initiatives and revising subsidy and insurance systems, 

–  improving technical standards, certification systems, and promoting data-sharing, and 

–  designing clear incentive mechanisms for V2G participation.​
