 Research Competency Reinforcement Project

○ Activation of future knowledge networks

· Construct a policy network with stakeholders in the National Assembly and discuss the role and function of the legislature in promoting long-term strategies, and complete a continuous cooperation system to discover joint research themes

· Increase the qualitative level of research by sharing future knowledge based on converged collective intelligence through communication with policy customers outside the National Assembly including governmental ministries and government-funded research institutes and by continuously exchanging opinions on NAFI's research and achievements

· Contribute to the improvement of the quality of research by completing a practical cooperation system in research through the research advisory committees of each field (international strategy, new growth engines, sustainable development, quality of life, and governance)

· Establish a foundation for practical cooperation including sharing the latest information on overseas future research and methodologies for future research by expanding the human network with leading overseas future researchers

- Raise the awareness of the National Assembly Futures Institute that plays a pivotal role in presenting Korea's future agenda by using the established global networks

○ Sharing future knowledge and discovering future issues

· Share future knowledge and issues and identify in-depth common interests in policy issues by utilizing academic networks for convergence and cooperative research with the Future Society and Technology Innovation Society and other research groups and apply the results to policy research projects

- Discuss future-oriented policy implementation process and policy establishment and implementation plans from a long-term perspective

· Discuss research projects undertaken by NAFI in 2018 with future researchers from government-funded institutes and collect their opinions; build academic networks with them and promote joint research

· Discuss the necessity of setting future-oriented policy goals from a long-term perspective to enhance the administration's policy response competency; discover policy tasks that will determine the future and derive reform tasks; perform an in-depth review of ways to move toward a desirable future

· Discover and support futures researchers in different fields; call for research projects to raise the public awareness of the future; provide guidelines for preparing for the future and making desirable choices by presenting the future outlook for occupations in Korean

- Predicting the future of jobs in Korean society in 2050 for each field

○ Strengthening of the institute's future research competency

· With independence and autonomy guaranteed in accordance with the National Assembly Futures Institute Act, secure the expertise in performing research and establish the institute's identity to observe neutrality

· Review the methodologies of each researcher and develop new methodologies for future research in order to apply them to research projects

· Develop future research methodologies and grasp the latest research trends and actively use them for future scenario analysis in order to conduct research to predict and converge all related matters such as environmental changes and new unexpected variables

· Participate in international conferences and share the institute's research and expand international future research networks through presentations

· Conduct periodic panel surveys on practical future issues necessary for establishing national long-term strategies since the existing survey data of national policy research institutes have limitations as reference materials for strategy establishment, and securing data to understand the trends of the national quality of life according to the individual's life cycle stage changes, socio-demographic characteristics, and eligibility for social services

○ Build a global network

· Establish a cooperation system for the development of collaborative projects on different subjects with future research institutes in major countries by attending international conferences and symposiums related to future research

- Secure networks for cooperation with OECD, UNESCO, etc. and conduct preliminary work to conclude MOUs at the international conference to be held in 2019 in celebration of NAFI's 1st anniversary

· Construct an overseas future knowledge network through lecture and discussion meetings with invited policy makers from advanced countries in future research (Finland, Estonia, etc.)

※ Hold a discussion meeting with Olli-Poika Parviainen (a member of the Future Committee of the Finnish Parliament) and a lecture meeting with Estonia President Kersti Kaljulaid

· Expand the horizon of future research and discover new research topics through active exchanges with foreign future research experts in order to reinforce the competency of researchers at the National Assembly Futures Institute

- Use exchange achievements as a basis for creating quality research results through acquiring knowledge related to future research in response to rapidly changing trends and emerging issues

○ Communication with citizens and policy customers

· Promote the utilization of the institute's research achievements by policy customers through the activation of communication with them and the public and the publication of future-related contents planned and produced by the institute and its research achievements

· Analyze and process materials on the latest trends and issues such as those related to future research methodologies and provide them on a regular basis

· Construction of a homepage to meet the needs of consumers and increase the efficiency of information utilization and establish a permanent operating system for stable service support

· Publish various materials such as future-related contributions by internal and external experts and establish ways to actively communicate the ideas within the National Assembly to the outside through the press and the institute's website using various contents including Future Idea, Future Contribution, Future Trend, Future Book Review, etc.

· Share future views with the public through a weekly series entitled “Future Idea” as a joint project of NAFI researchers and Newsis, a Korean private news agency

· Establish a communication channel with future generations by helping youth take part in building future society and derive visions for the future through participatory workshops in the current situation where Korea is likely to face different structural obstacles such as low birth rates, aging population, and continued low economic growth in the future
