The bill of 「National Assembly Futures Institute Act 」to establish a national future research institute belonging to the National Assembly was passed at the 13th plenary session of the 354th National Assembly (regular assembly session) on November 24, 2017 (Fri).
Since the 20th National Assembly has launched, the National Assembly Futures Institute was pursued as a core project to realize the ‘National Assembly Preparing for the Future’, a feature of National Assembly proposed by the Speaker Jung Sye-Kyun. This finally came to fruition after 8 months of review by the National Assembly, starting with the proposal of the 「National Assembly Futures Institute Act」 in March 2017.
National Assembly Futures Institute aims to reinforce the National Assembly's policy capabilities and contribute to national development by predicting and analyzing changes in the future environment and deriving mid- to long-term national development strategies. Its main research areas are unification• diplomacy• defense and international strategies, country’s new growth engines, sustainable development, and improvement of quality of people’s lives etc.
National Assembly Futures Institute consists of 21 people, including the president, to minimize the budget and the size of the organization, and these researchers will carry out research using a network-type system – forming task forces with outside experts from various fields such as government and private sectors by research project.
The Secretary-General of the National Assembly Kim Kyo-Heung said, “Although there are currently 42 government-funded research institutes, their researches are mainly conducted on short-term and current issues. That is, the future research function at the national level is virtually absent.” He pointed out that the in usal, national mid- and long-term development strategies established for each administration were completed in the second half of the administration, and were abandoned in the next administratioin without sufficient execution performance. He also added, “The National Assembly Futures Institute is significant in that it not only strengthens national future research capacity, but also lays an institutional foundation for establishing a continuous and consistent national mid- and long-term development strategies regardless of administration change.
The 「Bill on the National Assembly Futures Institute」, which was approved today, shall enter into force three months after the date of its promulgation. When the Act is promulgated, the National Assembly Secretariat shall form an establishment preparation committee as soon as possible to prepare articles of incorporation, registration of establishment, appointment of executives and employees, etc. The NAFI is planned to be opened in early 2018.
