Under the 5-year single-term system of the administration, there are limitations in research of current agendas. Also, the mid- to long-term national development strategy may change with the regime. Also, opposition parties may not agree with the visions of Korea proposed by the president. NAFI is an institute directly affiliated under the Chairman of the National Assembly and is not registered under a party, and therefore, was established for consistent future research on a long term perspective independently from parties.

Many government-supported research institutes in the administration may not be free from policy changes following current agendas and change of regime. Moreover, government-supported institutes have areas of specialty. Since NAFI conducts comprehensive and convergence researches, we need experts in diverse sectors. Also, government-supported institutes cannot liberally criticize the administration. NAFI is an institute of experts from diverse fields including humanities and social sciences and scientific technology to propose objective opinions on national innovation.

The National Assembly Research Service has been established to deal with short-term agendas according to the demand of its members. Although the National Assembly Budget Office may conduct mid-term researches, most are limited to national budget. While these two organizations are civil servant organizations, NAFI is a government-supported research institute that conducts long-term researches in a more liberal atmosphere.

Although the director's tenure is four years, the tenure of the initial director is until the tenure (May 29, 2020) of the 20th members of the National Assembly to match the election schedule of the members of the National Assembly. This is about two years from the appointment. Reappointment of a director is possible. The director is nominated by the board of directors and appointed by the Chairman of the National Assembly with the agreement of the Steering Committee of the National Assembly. The supervision of the administration of researchers is conducted by the Secretary-general of the National Assembly by the order of the Chairman of the National Assembly.

The Chairman of the National Assembly is not registered under a party and the NAFI is directly affiliated under the Chairman. Also, the board of directors consists of equal number of directors from the ruling and opposition parties. Research subjects and results are reported to the Steering Committee of the National Assembly, which consists of the ruling and opposition parties. In addition, we will secure the authority and independence of research institute through independent talents from factions, professional researchers and reliable research results.

We need to draw on the diverse future by predicting various factors in the future and choose the direction of our future. Also, our final goal is to find implication on what to do today. Also, preparing for the unpredicted is a purpose of future research.

We choose our future. Some of our future factors are determined irrelevant of our wills such as depletion of oil and global warming, but there are more rooms for us to change through technological development. Our future strategy is to increase the possibility of accomplishing the future we want and lower the possibility of the future we want to avoid.
